California Senate Bill 408 (2007)
The bill, had it passed, would have:
Specifically, the law would have prohibited a person from circulating a state initiative or referendum petition unless that person is a voter or was qualified to register to vote in the state at the time of the most recent established election date. On the affidavit portion of the petition, each circulator would have had to indicate how long they had lived at the residence address they list.
