California Senate Constitutional Amendment 13 (2009)

A California Senate Constitutional Amendment 13 is one of several ballot propositions that might have, but will not, appear on the May 19 ballot in California.[1],[2]
Amendment 13 includes a "rainy day fund" and a mechanism to stabilize revenues.
