CAW "identifies, develops, promotes and monitors policy solutions to pollution and conservation problems posing a threat to public health and the environment."[1] CAW develops polices and incentives to encourage manufactures to be green, lobby policy makers to implement and extend policies that hold producers responsible for pollutants, and provide programs and funding policies that give the public information as well as easy opportunities for recycling and responsible waste management.[2]

The CAW is governed by their board of directors and staff.
