This measure sought to allow the city to only publish a adopted ordinance's title rather than the entire text, in order to reduce costs for the city. The ordinances will still be available online or through the City office if residents wanted to view the full text.[2]

The question on the ballot:

Shall the City of Castle Pines, Colorado be authorized to publish ordinances by title only rather than by publishing each ordinance in full, in accordance with Section 31-16-105, Colorado Revised Statutes, thereby substantially reducing the cost incurred in publication of ordinances, with such publication to include a statement that "The complete text of all ordinances is available through the City Offices and on the City's official website?"[3]
