He was one of 172 Democrats that voted in favor of the bill. The bill was passed in the House by a 257/167 vote on January 1, 2013.[5]
Elections
2012
Richmond ran in the 2012 election for the U.S. House, representing Louisiana's 2nd District. Richmond, the incumbent, defeated Gary Landrieu (D), Dwayne Bailey (R), Josue Larose (R), and Caleb Trotter (L) in the November 6 blanket primary.[6][7] Louisiana does not hold a primary before the November 6 general election. If candidates did not receive a majority of the vote on that date, they went to a runoff, to be held on December 8.

Campaign themes
The followings are issues highlighted at Richmond's campaign website.[8]
- Excerpt: On Crime - "Louisiana has the highest incarceration rate in the nation, yet our crime rate is still unacceptably high. It is clear that the “lock them up and throw away the key” approach to crime isn’t working. Instead, what we need to stop simply reacting to crime after it happens, and start finding ways to prevent it."[9]
- Excerpt: On the Economy- " That’s why I am committed to investing in a strong and more educated workforce that has economic security and is better prepared to meet the challenges of the 21stcentury... One way I believe we can do this is with the Earned Income Tax Credit (EITC). The EITC reduces or eliminates the taxes that low-income, married or single working people pay (such as payroll taxes)."[10]
