This measure sought to make the township a part of the River Rapids District Library district and in so doing add to the current property tax by a rate of $1 per $1,000 of assessed property value for a period of ten years in order to fund the township's obligation to the library district.[2]

Text of measure

The question on the ballot:

Shall the Township of Chapin, County of Saginaw, Michigan become a participating municipality in the River Rapids District Library, County of Saginaw, Michigan, and, as required by law as a condition of joining the District Library, shall the River Rapids District Library levy a new additional millage in an amount not to exceed 1.0 mill ($1.00 on each $1,000 of taxable value) against all taxable real and tangible personal property within Chapin Township for a period of ten (10) years, 2011 to 2020, inclusive, for the purpose of funding Chapin Township’s obligation to the District Library and for all District Library purposes authorized by law? The estimated revenue the District Library will collect if the millage is approved and levied by the District Library in Chapin Township in the 2011 calendar year is approximately $19,000.[3]
