Charles Harlow (b. May 25, 1952) was a Democratic member of the Maine House of Representatives. He represented the 116th District from 2004-2010.

Harlow is retired. He worked as an educator at Chererus High School, Mount Blue High School, Mexico High School, and Wells High School.

Harlow served on the Portland City Council from 1990-1999, and was Mayor from 1992-1993.[1]
