Scott was the Vice President of the senate from 1993 to 1994. Previously he was in the Wyoming House of Representatives from 1979 to 1982.
Scott earned his BA from Harvard College in 1967. He went on to receive his MBA from Harvard Business School in 1969.
Scott has worked as a cattle rancher.[1]

Issues
Health care
Scott was a sponsor of a resolution created to amend the state Constitution to guarantee “health-care freedom.” He said the proposal aims to head off federal health-care rationing.
“The need (for a constitutional amendment) is that our constituents are becoming increasing concerned as to what may happen in the health-care market,” said Sen. Charles Scott.
The resolution, SJR 3, is one of two joint resolutions that would put a “health-care freedom” amendment to the state Constitution before the voters in November 2012.
The Senate Judiciary Committee has also been considering Senate Joint Resolution 2, a “health-care freedom” resolution sponsored by Sen. Leslie Nutting.
Scott said that his amendment is not aimed at the Patient Protection and Affordable Care Act in its entirety.[2]

Scott won re-election in the 2012 election for Wyoming State Senate, District 30.[3] Scott defeated Bob Brechtel in the August 21st primary election and was unopposed in the general election on November 6, 2012.[4]
