Huggins earned a B.S. in criminal justice from Florida State University in 1969. He later went on to earn a M.A. in personnel management in 1980 at Webster University.[1]
Prior to the Senate, Huggins served as the Alaska Director of Veterans Affairs from 2003-2004.[2]

Huggins won re-election in the 2012 election for Alaska State Senate District 5 (E). He was unopposed in the August 28, 2012 Republican primary and defeated Susan Parsons Herman (D) in the general election which took place on November 6, 2012.[3][4][5]
