A Chillicothe Tax Levy was on the November 3, 2009 ballot in Ross County for voters in the City of Chillicothe.

The measure proposed to increase the city income tax from 1.6 percent to 1.7 percent. If it had been approved the measure would have cost $100 a year in additional taxes for a person with an income of $100,000. The levy would have allowed for the city to purchase and renovate the Carlisle Building for city offices. Mayor Joe Sulzer said if the levy passed the city plans to lease the Carlisle for five years for $200,000 a year. After the five year period then the city will be able to purchase the building for $2.5 to $2 million. On August 17, 2009 the city council voted unanimously to place the measure on the ballot.[1]
