Norby previously served as the Fourth District Supervisor of Orange County. He was elected to that post in 2002.
Legislative campaign
Primary
The primary for the seat made vacant by Michael Duvall's resignation took place on November 17, 2009. Norby faced two challengers for the Republican nomination, Republican activist Linda Ackerman and political newcomer Richard Faher.[2]
Run-off
In the January 12 run-off election, Norby faced Democrat John MacMurray and Green candidate Jane Rands.

Political experience
Before his election to the Orange County Board of Supervisors, Norby served on the Fullerton City Council starting in 1984. He was re-elected to that position in 1988, 1992, 1996 and 2000. He also served as Mayor of Fullerton for three years, in 1990-91 and 1995-97.

Elections
2012
Norby ran for re-election in the 2012 election for California State Assembly District 65. Due to redistricting following the 2010 census, he was displaced from District 72. He and Sharon Quirk-Silva (D) advanced past the blanket primary on June 5, 2012. He was subsequently defeated in the general election on November 6, 2012.[3][4]

Norby won re-election to the 72nd District Seat in 2010. He had no opposition in the June 8 primary. He defeated Esiquio Ramos Uballe and Jane Rands in the November 2 general election.[5]
