Ross earned his AB from Harvard College in 1974. He then worked for Toyota America Incorporated from 1974 to 1975. From 1975 to 1979, he worked for National Crucible Company. He then worked as Vice President of Rox Industries Incorporated from 1979 to 1988. Ross was President of Rox Industries Incorporated from 1988 to 1996 as well.
Ross served as a Campaign Worker for United States Senator John Heinz in 1976. He then served as a Campaign Worker for Pennsylvania Governor Dick Thornburgh in 1978. From 1988 to 1995, he was Chair of the London Grove Township Board of Supervisors. He then served as Republican Committeeman for London Grove South from 1990 to 1996. In 1997, Ross joined the Pennsylvania House of Representatives. He has served in that position since, representing the 158th District.

Ross won re-election to the 158th District Seat in 2010. He had no primary opposition and defeated Democrat Susan Rzucidlo in the general election which took place on November 2, 2010.[2]
