Mateo earned his BS in Economics from San Jose University in 1987.
Mateo formerly served in the U.S. Navy as an aviation machinist mate from 1972-1976. He then worked for the U.S. Postal Service from 1976-2007. He has been employed by San Joaquin Co. Public Works as a highway maintenance worker since 2008.
He was elected to the Lathrop City Council in 2008 and was appointed as vice mayor in 2010.

Mateo has stated the following:[1]
"I would like to introduce a Bill to establish a 4-year Public University in San Joaquin County."
"I would like to represent the poor, the minorities, the children, the veterans, the legal immigrants and the citizens that have no voice in San Joaquin and Stanislaus Counties."[1]
Elections
2012
Mateo ran in the 2012 election for California State Assembly District 12. He and incumbent Kristin Olsen (R) advanced past the blanket primary on June 5, 2012. He was subsequently defeated in the general election on November 6, 2012.[2][3]
