| Measure C:
Shall the city clerk and the city treasurer be appointed positions?
Measure C proponents argued that the appointment of the City Clerk and City Treasurer would be more efficient than elections and would avoid the unnecessary election costs for these positions. They also proposed that with elected positions the positions would be filled by people who are less qualified and skilled in the particular areas necessary for these positions, while if the clerk and treasurer were appointed, the hiring process would allow the most qualified person to get the job.
Opponents of Measure C pointed to the importance of the democratic process and the power of voting. They stated that these positions are important to the community and those filling them should answer to the people, not the city council or manager.
