A City of Grass Valley Urban Growth Boundary Initiative, Measure Y ballot question was on the November 4, 2008 ballot for voters in the City of Grass Valley in Nevada County, where it was defeated.

If Measure Y had been approved, it would have established an "Urban Growth Boundary." This would have:

  • Prohibited development outside the City's Planning Area Boundary shown in the General Plan.
  • Required new development with over 100 residential units to complete a fiscal analysis showing projected revenue will exceed the City's projected expense from serving the development.
  • Limited the number of residential building permits to the number of permits identified in the Residential Dynamics section of the 2020 General Plan.

Measure Z was on the same ballot and it, too, was defeated. It would have required voter pre-approval of land use changes.
