A City of Willits Appointed City Clerk, Measure B ballot proposition was on the November 3, 2009 ballot in Mendocino County for voters in the City of Willits, where it was approved.

Ballot Measure B asked whether the City Clerk and City Treasurer positions should be appointed by the City Council rather than elected at a general municipal election.

  • Yes: 442 (55.39%) Approved
  • No: 356 (44.61%)

Current method of selection

The way that the Willits City Clerk and City Treasurer are currently chosen is:

  • The offices of City Clerk and City Treasurer are elected by the voters at a general municipal election.
  • Candidates for the offices must be registered city voters.
  • The elected City Clerk and City Treasurer serve a four year term of office.

Measure B change

Under Measure B:

  • The offices of City Clerk and City Treasurer become appointive.
  • The City Clerk and City Treasurer will be appointed by the City Council.
  • Vacancies in the offices of City Clerk and City Treasurer will be filled by the City Council.
  • The City Clerk and City Treasurer no longer need to reside in the City.
  • Some believed that removing the residency requirement will "increase the likelihood of filling the position with someone possessing the technical skills required to perform the City Clerk and City Treasurer duties."
  • There is no term of office associated with the positions.
  • The city will transition to appointed positions when the terms of the current officeholders in the city clerk and city treasurer positions expire.
