Holloway began his career working for National and Pan American Airlines for 18 years. During that time he began a small Forest Hill nursery business. He was elected to Congress in 1987, serving in the US House of Representatives until 1993. He was appointed by President Bush in 2006 as the USDA State Director of Rural Development, serving in that role until 2009. Holloway was elected to the LPSC in April 2009 and has served on that body since.
