The signature filing deadline for the 2011 ballot in Colorado was August 1, 2011. A minimum of 85,854 signatures were required for both initiated constitutional amendments and initiated state statutes.
The Colorado General Assembly was in session January 12-May 11. Referrals to the ballot could have been made anytime during that period, but were not.
