Colorado Referendum A, also known as the Voter Approval - Constitutional and Statutory Amendments Act, was on the November 7, 1996 election ballot in Colorado. It was defeated, with 40.9% of voters in favor.

The proposed amendment to the Colorado Constitution: - Increases the votes needed to amend the state constitution from a simple majority to 60 percent of the votes cast; - Provides that amendments to the constitution previously adopted with less than 60 percent of the votes may be amended or repealed, until January 1, 2003, with only a simple majority of votes cast; - Allows amendments to the constitution to be submitted to the electors only at a general election and not at an election held in an odd-numbered year; and - Requires, for four years after their adoption, that initiated statutes can be amended or repealed only by two-thirds vote of each house of the legislature.
