The Colorado Legalization of Horse and Dog Racing Act, also known as Measure 2, was on the November 5, 1940 ballot in Colorado as an initiated state statute, where it was defeated. The measure would have established a racing commission, legalized horse and dog racing and allocated revenues from such races to the counties.[1]
