The Colorado Moffat, Monarch and San Juan Tunnels Amendment, also known as Measure 5, was on the November 2, 1920 ballot in Colorado as an initiated constitutional amendment, where it was defeated. The measure would have issued a bond to create the Moffat, Monarch, and San Juan Tunnels.[1]
