The Colorado Juvenile Courts in Cities and Counties Amendment, also known as Measure 16, was on the November 5, 1912 ballot in Colorado as an initiated constitutional amendment, where it was approved. The measure provided for juvenile courts in cities and counties with populations over 100,000 people.[1]
