The Colorado Public Utilities Commission Empowered to Regulate Amendment, also known as Measure 1, was on the November 2, 1954 ballot in Colorado as a legislatively-referred constitutional amendment, where it was approved. The measure vested the power to regulate public utilities in the Public Utilities Commission.[1]
