According to the filed petition, the text read:
To ensure a transition to a clean energy economy to improve air quality and to protect public health through the establishment of a clean energy standard for providers of retail electric service.

In order to place the proposed measure on the ballot, supporters were required to collect a minimum of 76,047 valid signatures. The signature filing deadline for the 2010 ballot in Colorado for initiated state statutes was August 2, 2010. However, as of petition deadline day, no signatures were filed.
