Colorado Referendum A, also known as the TABOR question, was on the November 7, 1999 election ballot in Colorado as a legislatively-referred state statute, where it was approved.
The question asked on the ballot was, "The state of Colorado debt be increased up to $1,700,000,000, with a maximum repayment cost of $2,300,000,000, with no increase in any taxes, for the purpose of addressing the critical, priority transportation needs in the state by financing transportation projects that qualify for federal funding through the issuance of revenue anticipation notes, and shall earnings on the proceeds of such notes constitute a voter-approved revenue change?
