There was a Damascus Charter Amendment, Referendum and Ordinance Rights measure on the March 9 ballot in Clackamas County for voters in the city of Damascus.

This measure sought to change the city charter so that the council would have had to give written explanation if they adopt and ordinance with an emergency clause. It would have also allowed for a referendum vote within 30 days of an ordinance adoption by citizens.[2]
