Damascus Charter Amendment to Limit Spending, Measure 3-353 (March 2010)

This measure sought to change the city charter so that there would have been a limit of 2.5 percent on the growth rate of the city's spending limit. If there were to be a higher increase, it would have first needed to go to a city wide vote. Many people within the city of Damascus saw this, and the other city elections, as measures that sought to limit the city's power of government and essentially cripple the city. These measures were promoted by outside groups trying to limit government spending all over the state of Oregon and many resident did not support them. Many residents also feel that if these measures are approved Damascus will cease to function as a town because they will have no power.
