This measure sought to amend the city charter so that certain ordinances and plans would need voter approval before being enacted by the city. The group Ask Damascus was responsible for placing this measure on the ballot, with the goal to allow for residents to have more say over the future plans off the city. The main purpose of the measure was to get voter input on the proposed long term plan of the city called Envision Damascus which was approved by the city council in December 2010. Opponents to the measure noted that this will hinder the growth of the city and was ill timed.
