An effort to recall Dan Cort, the mayor of Pacific Grove, California (in Monterey County, California) was launched on August 4, 2009. Cort is serving his second term as mayor of Pacific Grove.[1]
In response to the recall effort, Mayor Cort announced that he will resign his position as Mayor on August 31, 2009.[2]
Cort's resignation is effective as of the end of September 2009.[3]
The recall effort was spearheaded by local group Committee to Save Pacific Grove.[4] The issues that motivated the recall, according to the group, included [5]
1. Mayor Cort has failed to provide the leadership to the City that is required to protect and promote the public interest and preserve important City services such as the Fire Department, Museum and Library,
2. Mayor Cort has promoted costly raises to public safety employees that are not sustainable and are detrimental to the City’s financial health and services,
3. Mayor Cort has failed to show any leadership in resolving the City’s pension obligations and has ignored the will of the people who strongly supported a Referendum for pension reform,
4. Mayor Cort has failed to create and maintain an atmosphere of healthy discussion and debate on the City Council, and has promoted his personal opinions and agendas ahead of his responsibility to do so,
5. Mayor Cort has consistently promoted the recommendations of employee staff ahead of those expressed in public comments or specific recommendations of City Committees,
6. Mayor Cort has allowed the City to reach a point of bankruptcy, while refusing to acknowledge the severity of this crisis, or any responsibility for it,
7. Mayor Cort has abused the authority of the Council as a whole by treating staff as if they personally work for him and not for the Council.
The Pacific Grove city budget for 2009 assumed that members of the police force would defer a 9.8% raise that would otherwise have gone into effect in 2009. In July 2009, the city's Budget and Finance Committee recommended by a 4-1 vote that Pacific Grove postpone action on pay raise deferral while they seek advice from a bankruptcy consultant.
If Cort had not gone ahead with his announced resignation, recall supporters would have had to collect about 1,000 signatures to force the question onto the ballot.[6]
