Skogen received his degree in Radio Broadcasting from Thief River Falls Technical College. Skogen is a former Radio Broadcaster and currently is a beef farmer when the legislature is not in session.

Skogen ran for the 8th District Senate seat in 2012. He ran unopposed in the August 14 primary, and was defeated by 11th District incumbent Bill Ingebrigtsen (R) in the general election on November 6, 2012.[3]

Skogen lost re-election to the 10th District Seat in 2010. He had no primary opposition. Gretchen Hoffman ran for the seat on the Republican ticket. The general election took place on November 2, 2010.[4]

On November 7, 2006, Skogen won election to the 10th District Seat in the Minnesota State Senate, defeating Cal Larson (R).[5]
