Hall attended Southern West Virginia Community and Technical College. He went on to receive his BA in secondary education from Marshall University in 1997.
Hall was a teacher for Raleigh County Board of Education from 1997 to 1999. He then worked as a Claims Handler for State Farm Insurance from 1999 to 2005. He has also worked as a Claims Handler for Nationwide Insurance from 2005 to the present. He is an Insurance Investigator.[1]

Hall ran in the 2012 election for West Virginia State Senate, District 9. Hall defeated incumbent Richard Browning in the May 8 primary election and defeated Epp E. Cline in the general election which took place on November 6, 2012.[2][3][4]

Hall was elected to the West Virginia House of Delegates District 22. He was one of three candidates running for the two District 22 Delegate positions on the ballot in the November 2, 2010 general election. His opponents in the general election were Republican Shawn R. Spears and Democrat incumbent Linda Goode Phillips. The two top vote-getters were elected. [5][6][7]
