Dave Hammers, Bill Beahan, and Jan Cederberg recall, Cherokee Metropolitan Water District, Colorado (2012)
A vote about whether to recall Dave Hammers, Bill Beahan, and Jan Cederberg from their positions on the Cherokee Metropolitan Water District Board of Directors in El Paso County, Colorado took place on May 22nd, 2012. All three officials were retained in office. In 2010, Robert Lovato was recalled from the water board.
Reasons for recall
A group called the Concerned Citizens of Cimarron Hills was behind the recall effort. Recall supporters blamed the targeted officials for causing people in the district to have less water at higher rates. Cederberg said, "the charges against us include secret meetings, bonding issues and getting rid of previous management, which isn’t true." The board recently approved a $15 million pipeline project that will be financed by municipal bonds. One of the recall targets, Dave Hammers, said, "it’s a power grab...this whole thing is about ego and because we embarrassed the previous board by exposing their malfeasance. Cherokee had been run like a country club. It had been run by people who didn’t know anything about water rights.”
Path to the ballot
The recall process was initiated in late 2011, and petitions were approved on February 14th, 2012. 300 signatures were needed for each recall target. Sufficient signatures were certified on March 12th. A recall election took place on May 22, 2012. All three recall targets survived the recall election.
