Lewis earned his BS in Finance from the University of Idaho in 1964.
Lewis was State Director of Human Services from 1984 to 1987. He then worked as Executive Director on the Board of Investments for the State of Montana until 1992. He was State Budget Director for the State of Montana from 1992 to 2000.
Lewis served in the Montana State House of Representatives from 2001 to 2005. He then joined the Montana State Senate in 2005. He has served in that position since, representing the 42nd district.
