Novstrup earned his BS in Business from Northern State University in 2006.
Novstrup was a Page for the South Dakota State House of Representatives in 2002. He then worked for Walt Disney World as an Intern in 2004. In 2005, he was an Intern for the South Dakota State House of Representatives. He has worked as general manager/owner of Wylie Thunder Road since 2000.

Novstrup won election in the 2012 election for South Dakota House of Representatives District 3. Novstrup ran unopposed in the Republican primary on June 5 and won election in the general election which took place on November 6, 2012.[1]
2010
David Novstrup ran for re-election to one of two seats in District 3 of the South Dakota House of Representatives. Also running were fellow incumbent Dennis Feickert (D), Tim Even (D) and Isaac Latterell (R).[2] Dennis Feickert (R) and David Novstrup (D) won election in the November 2 general election.
