Novstrup earned his BS in Business from Northern State University in 2006.
Novstrup was a Page for the South Dakota State House of Representatives in 2002. He then worked for Walt Disney World as an Intern in 2004. In 2005, he was an Intern for the South Dakota State House of Representatives. He has worked as general manager/owner of Wylie Thunder Road since 2000.
Novstrup joined the South Dakota State House of Representatives in 2007. He has served in that position since, representing the 3rd District. Novstrup has a wife, Holly.
