O'Connell was an Engineering Aid in 1958. He was a Foreman/Operating Engineer from 1961 to 1963. He worked as an Airfield Clearing Operator in 1979. He has been President of North Central Electric from 1980 to the present. He has also worked as Director at Sunprarie Grain since 1990.
O'Connell earned his AA from Minot State University-Bottineau in 1960.

O'Connell ran in the 2012 election for North Dakota Senate District 6. O'Connell ran unopposed in the Democratic primary on June 12. He defeated Pamela Smith in the general election which took place on November 6, 2012.[1]

On November 4, 2008, O'Connell was re-elected to the 6th District Seat in the North Dakota State Senate, besting James Paul Bartlett (R). [2] O'Connell raised $17,576 for his campaign, while Bartlett raised $2,450. [3]
