Shafer was Executive Director of the Georgia Republican Party in the 1990s. He was the Nominated Republican Candidate for Georgia Secretary of State in 1996. He then joined the Georgia State Senate in 2002 and has served in that position since. From 2003 to 2004 he was Assistant Administration Floor Leader for Governor Sonny Perdue. He represents the 48th district. He is also currently Chair of the Gwinnett State Senate Delegation.
Shafer is currently a small business owner. He is also President of a Corporate Public Relations Firm.
Shafer attended the University of Georgia.
