Bailey graduated from Smithville High School in 1971. He earned an Associate Degree in Agriculture from Eastern Oklahoma State College in 1973. He graduated with his Bachelor's Degree in Animal Science/Industry from Oklahama State University in 1973. He earned his Master of Science Degree in Agricultural Education from OSU in 1987. In 1997, he attained certification as a Certified Crop Advisor from the American Society of Agronomy. Bailey and his wife, Karen Ann, have three children, Leah; Dennis, Jr.; and Megan.
Bailey has worked in a variety of fields, including agriculture, manufacturing, construction and commercial business. He worked for the Oklahoma Cooperative Extension Service for 32 years, and retired in 2008.
