Williams is a retired Detective with the Wilmington City Police Department. He also previously served as Deputy Director of Wilmington's Downtown Clean and Safe Team.
Williams is a member of the Fraternal Order of Police, Harian Park Civic Association, and National Organization Victims Assistance.[1]
Williams ran for and won election in 2012 to serve as mayor of Wilmington.[2][3]

On November 4, 2008, Williams won re-election to the Delaware House of Representatives from Delaware's 1st District, defeating James McClain (R). Williams received 7,422 votes, while McClain received 726 votes.[5] Williams raised $27,965 for his campaign; McClain raised $620.[6]
