Prior to being elected to the House, Hineman served as a Lane County Commissioner for 16 years, and was a member of the Dighton City Council for 3 1/2 years.
He has been president of the Kansas Livestock Association, chairman of the Kansas Alliance for education, and sat on the board of the National Cattlemen's Beef Association.
Hineman and wife Betsy have been married for 38 years.[1]

Issues
On his website Hineman says, "I want to insure that our rural communities continue to be good, safe places to live. We must provide economic opportunity for current residents and for our youth who wish to return. We must insure the availability of affordable health care and strong public school systems."[2]
He refused to take Project Vote Smart's 2008 Political Courage Test. The test, which is administered to all candidates for presidential, congressional, gubernatorial, and state legislative offices, asks one central question - "Are you willing to tell citizens your positions on the issues you will most likely face on their behalf?"[3]

Hineman won re-election in the 2012 election for Kansas House of Representatives District 118. He ran unopposed in the August 7 Republican primary and was unopposed in the general election which took place on November 6, 2012.[5][6][7]
2010
Hineman won re-election to the 118th District Seat in 2010 with no opposition. In the August 3rd primary election, Hineman defeated Republican primary opponent Robert Tilford by a margin of 3,478 to 673. The general election took place on November 2, 2010.[8]
2008
On November 4, 2008, Hineman was elected to the 118th District Seat in the Kansas House of Representatives, defeating Virginia Beamer. [9] Hineman raised $27,570 for his campaign, while Beamer raised $18,097. [10]
