Wagner earned his B.A. from the University of California Los Angeles in 1983 and his JD from the University of California Hastings College of Law in 1987. His profession experience includes working as an attorney for Kindel and Anderson from 1987 to 1993, for Wagner and Associates from 1993 to 1998, and for Wagner Lautsch Limited Liability Partnership since 1998.

2012
Wagner won re-election in the 2012 election for California State Assembly District 68. Due to redistricting following the 2010 census, he was displaced from District 70. He and Christina Avalos (D) advanced past the blanket primary on June 5, 2012, unopposed. He was subsequently elected in the general election on November 6, 2012.[1][2]
2010
Wagner defeated Steven S. Choi, Jay Ferguson, and Jerry Amante in the June 8 primary. He then defeated Democrat Melissa Fox and Libertarian Deborah Tharp in the November 2 general election.[3][4]
