Biography
Howard worked as a critical care nurse at Brackenridge and Seton hospitals, was the first hospital-based Patient Education Coordinator in Austin, and helped start the Seton Good Health School. She has also served as president of the Texas Nurses’ Association (District 5) and as a Health Education instructor at UT.
Howard is a co-founder of Advocates for Eanes Schools, and sits on the Board of the Expanding Horizons Foundation. She is a former board member of Austin Area Interreligious Ministries, Common Cause, and the Texas Freedom Network and formerly served as president of the Texas Nurses' Association, District 5.[1]

Howard won re-election in the 2012 election for Texas House of Representatives, District 48. Howard ran unopposed in the May 29 primary election and won re-election in the general election which took place on November 6, 2012.[3]
2010
Howard won re-election in District 48. She was unopposed in the March 2 Democratic primary and defeated Republican Dan Neil and Libertarian Ben Easton in the November 2 general election.[4]
2008
On November 4, 2008, Howard won re-election to the Texas House of Representatives from Texas's 48th District, defeating Pamela Waggoner (R) and Ben Easton (L). Howard received 39,748 votes in the election while Waggoner received 31,028 votes, and Easton received 3,174 votes.[5] Howard raised $283,482 for her campaign; Waggoner raised $42,610.[6]

2006 Special Election
On February 14, 2006, Howard won special election to the Texas House of Representatives from Texas's District 48, defeating Ben Bentzin (R).[7]
Howard raised $452,574 for her campaign, while Bentzin raised 819,669.[8]
