Whitsett has worked as a farmer and horse breeder. He was an Associate Veterinarian for Klamath Animal Clinic from 1968 to 1985. He then worked as president of the Klamath Animal Clinic from 1986 to 1994.
Whitsett earned his AA from Central Oregon Community College. He went on to receive his DVM from Washington State University.

He has earned a position on the powerful budget-writing Ways and Means Committee, where his keen eye for detail and numbers has made him a formidable enemy of government waste and out-of-control spending."
