Du Quoin & Pinckneyville City Electrical Aggregation Questions, 2 (March 2012)
These measure seek to allow the city authorities to buy electricity in bulk for residents and small businesses in order to obtain lower rates. This would allow officials to solicit bids from other companies and choose which company they would want to use. Residents and small businesses would be able to opt out of the program of they did not want to participate.
