The recall effort was led by Wesley Rachor. Recall supporters cited ten reasons for the effort on their recall petition, including complaints of lack of government transparency and concern over the state of city finances. Thul rejected the complaints, stating for instance that all decisions go through the five member city council and that the decrease in the city's cash balance was because the city was tackling over due restoration projects.
