Bullard was a Democratic member of the Florida House of Representatives, representing the 118th District from 2008 to 2012.

Bullard works as a teacher at Coral Reef Senior High School.

He is a member of the Kappa Alpha Psi Fraternity, Inc, National Association for the Advancement of Colored People, Redlands Democrats, Richmond Heights Homeowners Association, and South Dade Democrats.[1]

Bullard won election in the 2012 election for Florida State Senate District 39. Bullard defeated James Bush III, Ron Saunders, Sal Gutierrez, and John Johnson in the Democratic primary on August 14, 2012, and defeated Scott Hopes (R) in the general election which took place on November 6, 2012.[3][4]
