Harbison is past Second Vice President for the Muscogee County School Board. He joined the Georgia State Senate in 1993 and has served in that position since.
Harbison served in the United States Marines. He is currently a Public Relations/Advertising Consultant, Broadcast Journalist, and Businessman.
Harbison attended Troy State University, Fort Benning. He then graduated from the Career Academy of Broadcasting.

Harbison ran in the 2012 election for Georgia State Senate District 15. Harbison defeated Reginald Pugh in the Democratic primary on July 31, 2012. David Brown ran unopposed in the Republican primary. The general election took place on November 6, 2012.[1][2] Harbison defeated David Brown in the general election.[3]
