Testimony in residency requirement lawsuit
In 2007, Baggett testified in the Yes on Term Limits v. Savage lawsuit.[1] Baggett testified in a winning effort as the lawsuit prompted change in the citizens' initiative process. The United States Court of Appeals for the Tenth Circuit overturned residency requirements for petition circulators. The 10th Circuit also denied a re-hearing of the case. The case was never appealed to the Supreme Court of the United States.[2]
