Edgar V. Starnes (b. September 3, 1956) is a Republican member of the North Carolina House of Representatives, representing District 87. He was elected to the chamber in 1996.

Starnes served in the House from 1987 to 1988.

Biography

Starnes received a B.A. from Carson-Newman College in 1978. He is an investment broker.

Initiative proposal

On February 4, 2009, Starnes, John Blust, Curtis Blackwood, William A. Current, Sr. and Timothy K. Moore introduced North Carolina House Bill 47 (2009), which would have established ballot initiatives in that state. Under HB 47, initiatives would need the signatures of 20% of those who voted in the last gubernatorial election.[1] The bill did not leave the House after referral to the Judiciary Committee on February 12, 2009.[2]
