Editorial: Over-stuffed voter rolls could mask fraud

Over-stuffed voter rolls could mask fraud. In six Alabama counties there are more registered voters than there are people. The most innocent explanation is that, as voters have moved from these counties, their names have remained on registration lists. But Alabama Secretary of State Beth Chapman said that the disparity creates more opportunities for fraud.[1]
A strong voter-identification law would help to address the problem
In Alabama voters can identify themselves at the polls with any of two dozen forms of identification, including bank statements and fishing licenses. A better approach would be a law similar to Indiana's, which requires a photo ID and has been ruled constitutional by the Supreme Court.[1]
