This measure sought to add to the current levy by a rate of $.125 per $100 of value for a period of five years in order to further pay for ambulance and emergency medical costs in the village.[2]

The question on the ballot:
| An additional tax for the benefit of Village of West Elkton for the purpose of providing emergency ambulance/medical service at a rate not exceeding one and twenty-five hundredths (1.25) mills for each one dollar of valuation, which amounts to twelve and a half cents ($0.125) for each one hundred dollars of valuation, for five (5) years, commencing in 2012, first due in calendar year 2013. |
